Subject: 22-102098-000-00-SPA 228th Multifamily Development
We the undersigned reside in Snohomish County in close proximity to the above referenced project.
As currently proposed this project would place 544 apartments with over 1000 estimated residents in an existing single-family neighborhood. This site is not served by community transit, with the closest bus stop as much as 1⁄2 mile away up a very steep hill. The current closest commercial opportunities are beyond walking distance. All this makes the site especially dependent on automobile transportation. The current design calls for extending 11th Avenue W, north from its historical dead end, ultimately
connecting to both the site and 228th.
As such, it is very likely that this access proposal will route a large amount of traffic through the Eastglen, Meadowcreek Park, and Meadowcreek Park East neighborhoods on streets which were NOT designed for such traffic. This route passes two park areas, each with tennis/basketball courts and children’s play areas. It also crosses a small greenbelt area containing walking paths. There is a long history of children and adults using the area streets and sidewalks to play, walk dogs, and exercise. We note that the project developer has not requested that 11th Avenue W be extended, but included the connection apparently based on communications with County staff.
Though the community has multiple concerns regarding this project, we specifically request that no vehicular connection be allowed between the current project and 11th Avenue W. Providing a pedestrian, bicycle, and emergency vehicle only connection will adequately serve the public interest. A full vehicular access at this location will create a significant risk to public safety.
It is our opinion that allowing any non-pedestrian, non-emergency vehicle traffic to utilize 11th to access this site creates a significant risk to public safety. We strongly urge the county to reject the present design of this project.
Please make each signatory on this letter a Party of Record to the proceedings on the foregoing project and provide each person with all notices issued for further proceedings for this project.
